This Max glitch is been bugging me for years now. Its where one of the popup overlay panels leaves a cut out in the display screen and wont go away. I finaly found some one who knew about it!
Like one of the comments says
It makes ABSOLUTELY NO SENSE
but it worked for me. I know there are other people I talk with who had this too. It is not just a Win10 problem, it happens in Win8 and other OS too. It may be some thing with a certain video card but I'm not sure.

But you can follow these directions copied from one comment there:
1 - Rightclick on 3dsmax.exe and go to properties and set to run as admin.
2 - Copy the 3dsmax.exe and change its properties settings to run as admin.
3 - Make a shortcut of the copyed exe and change its properties to run as admin.
